New EPA rule boosts EnerNOC shares

NEW YORK (AP) -- Shares of energy services company EnerNOC Inc. jumped sharply on Tuesday after federal regulators issued final environmental rules that many shareholders see as helping the company.

THE SPARK: The Environmental Protection Agency has been drafting rules that will limit how long diesel generators can run without special environmental safeguards. The EPA had been widely expected to limit them to 15 hours per year, which would have hurt EnerNOC's business, Wedbush analyst Craig Irwin said on Tuesday. Instead, the EPA rule signed on Monday stuck with earlier language that allows the generators to run for 100 hours per year.

THE BIG PICTURE: Irwin said he expects the new rule to be challenged in court, so EnerNOC's ability to avoid tighter regulations may turn out to be short-lived. The new EPA rule has gotten close attention in the power-generation industry. It regulates things such as how often the oil and belts must be changed on power generators, how long they can run each year. The EPA rule says the allowance to run the generators 100 hours per year is aimed at allowing sufficient testing of the generators to make sure they're available to prevent blackouts.

SHARE ACTION: Up $2.64, or 21 percent, to $15.20 in afternoon trading after rising as high as $15.61 earlier. That was its highest level since August 2011. The shares were trading around $11.50 as recently as Friday morning, before beginning to rise later that day.

Facebook?s Graph Search will not replace Google

It seems every Facebook announcement is surrounded by substantial buzz, and the latest is no different. On Tuesday, Facebook co-founder Mark Zuckerberg unveiled Graph Search: A new feature that will allow users to search for specific items within their social circle or, in Facebook-
speak, ?graph.?

While many headlines following the big news have prophesized the demise of websites like Google, Yelp and LinkedIn at the hands of Graph Search, Facebook will have to drastically change the habits of its users if search engine domination is its ultimate goal.

Unlike a traditional web search where results come back as links based on the popularity of a page related to the search topic among the general public of Internet users, Graph Search produces results from your Facebook friends, if they choose to share the information (or neglect to check their privacy settings regularly), and friends of friends.

The idea behind it is that by searching people within one?s own broad social group, the results will be more relevant and helpful.

For example, instead of reading countless Yelp reviews written by strangers, a hungry user could type ?restaurants in Ypsilanti my friends like? into Graph Search and choose a new restaurant to try. The results can be specific, and a search like, ?clothing store liked by my friends in Michigan who like ?Project Runway?? has the potential to be a very helpful tool indeed.

But if you search for ?Korean restaurant in Ypsilanti liked by friends from Korea? and nothing turns up, you?ll see results from the search engine Bing instead.

I expect to see a lot of results from Bing while using Graph Search, because the system revolves around what pages people ?like.?

Some of my Facebook friends seem to click the like button on everything from their favorite brand of paper towels to God (yes, even God has a Facebook page), but many more don?t like any pages at all.

I certainly don?t curate the list of pages I?ve liked on Facebook. Though I know with the release of Graph Search, it could potentially help my friends if I like the page of my favorite bar in Ypsilanti and my beloved dentist back in New York, but I don?t see myself spending more time on Facebook doing that.

Even the social element Facebook has mastered over the last nine years could fall flat. With the ability to search for a friend in close proximity who likes the band you have a spare ticket to see, or allowing a user to search for a single friend of a friend who likes sunsets and long walks on the beach, the feature could be used as a less sketchy version of Craigslist or a dating site. But, again, this all depends on whether or not people like the relevant terms you?re using.

That Graph Search is based on what users like and renders the entire feature almost useless as a search tool with the capacity to replace a traditional search engine like Google. In the end, Google just has more data to sift through and it doesn?t matter if my Facebook friends vouch for the results.

Spirent Adds Support for BeiDou GNSS Constellation Testing

Spirent Communications, a leading vendor in positioning test solutions, has announced the availability of test systems with support for BeiDou Navigation Satellite System, the Chinese GNSS constellation that was open to the public in December 2012 with the release of an Interface Control Document (ICD) for the Open Service (read here).

?Spirent has successfully demonstrated BeiDou-2 in simulation systems at its offices in Beijing, China,? said Stuart Smith, product manager for Spirent?s positioning and navigation group. ?Prior to the ICD release we used recorded navigation data to enable our systems to drive a full BeiDou receiver and qualify the implementation. With the release of ICD information, navigation data is generated automatically, as with the other constellations that the system simulates.?

Spirent?s BeiDou-2 system includes testing for Global Navigation Satellite Systems (GNSS) - GPS, GLONASS and Galileo, as well as IRNSS, QZSS and SBAS along with options such as interference generation and MEMS sensor simulation.

Karsten South Africa ? Upington, South Africa

Flag of South Africa? Upington, Northern Cape, South Africa
    Monday, January 14, 2013

Today was my first proper day on the Karsten farm in the Northern Cape of South Africa. It felt so good to arrive after six months of waiting and 15 hours on planes. I landed in Cape Town on saturday morning to a beautiful day and 25 degrees, 24 degrees hotter than when I was last outside back in London! Unfortunately I don't seem to be able to sleep on planes so saturday afternoon was a blur of tiredness having been up for about 30 hours.
I stayed in a hotel in the centre of Cape Town and had a quick wander around the neighbouring streets. I found a market on the next road in a square that was bustling with cafes, bars and groups of children dancing. Then on the way back to my hotel I passed a group of people jamming on drums outside, the atmosphere was fantastic.
On Sunday morning I returned to the airport to fly to Upington, which is about 40km from the farm that I am based on. The flight was only an hour so the plane stayed fairly low and the view was amazing. Upington is on the edge of the Kalahari so most of the neighbouring land is desert but thanks to a large river running east to west through the northern cape there is a strip of fertile land which is great for growing grapes. Karsten have a number of farms along the river.
I was picked up by Joa who is the group training manager and we went to his house for lunch with his family. The thermostat in the car reached 39.5 as we were driving along, it is definitely going to take me a little while to get used to!! After lunch Joa dropped me at the guesthouse on the farm which is where I will be staying for the next 3 weeks. There are a few other people staying here and their families were up for the weekend so they invited me to join their braai (barbecue). A great start to my stay! One of the men had two daughters who were about 4 and 5 who followed me around all evening so I was kept busy!
This morning was very relaxing as the finishing touches were being made to my itinerary but after lunch I headed over to one of the packhouses. The farm is split up into sections and each has its own manager, packhouse etc. I was given a tour by one of the managers who talked me through the processes. It is fairly simple, but on a very large scale. The workers stand on either side of a long bench, one side is for the cutters who trim off any damaged or bad grapes and then on the other side is the checkers who grade the grapes in terms of size and double check the quality!
Thankfully the guest house has a TV lounge with air con as the temperature outside can get a bit overwhelming! I've only actually dared sit in the sun for 20 minutes so far as you can literally feel it burning into your skin!!

OU Football | Aaron Colvin Returning For His Senior Season

Oklahoma cornerback, Aaron Colvin, announced Monday that he will be returning for his senior year.

The University of Oklahoma and head coach Bob Stoops announced Monday afternoon that cornerback Aaron Colvin would be returning for his senior season.

Stoops released a statement through the school:

"I am pleased that Aaron has come to this decision and I believe it's the right one for him," Stoops said. "I believe he has an opportunity to become one of the premier defensive players in the Big 12 and in the country. Hopefully, he will continue to work hard to reach that potential and help us achieve our team's goals." - SoonerSports.com

Colvin felt he still he still had some "unfinished business" before leaving Norman.

"I still have unfinished business at Oklahoma," Colvin said. "I'm excited for the opportunity to be back on the field with my teammates in 2013. There are team and individual goals that I'd still like to accomplish at OU." - SoonerSports.com

Needless to say, Colvin's return is incredibly good news for an Oklahoma defense that has already been hit hard by graduation and the early departures of both Tony Jefferson and Tom Wort.

Oh, and that sound you just heard was the collective sigh of relief on the part of Sooner Nation.

'A Beautiful Mind' author sues Columbia University

The Columbia University professor who wrote "A Beautiful Mind" has filed suit against the school over almost $1 million that she says she's owed.

According to a summons filed in state Supreme Court in Manhattan, Sylvia Nasar says Columbia owes her $923,000 dating back to September 1998 from an endowment grant from the John S. and James L. Knight Foundation. The summons was filed on Jan. 7.

    Columbia declined to comment.

Nasar is the John S. and James L. Knight Professor of Business Journalism at Columbia. She has written for numerous publications including The New York Times and The New Yorker magazine.

"A Beautiful Mind" tells the life story of economist John Nash. It was made into a movie starring Russell Crowe in 2001.

Duchess Kate's baby due in July, palace says

Prince William marries Kate Middleton in the wedding watched by millions around the world.

By Alastair Jamieson, Staff writer, NBC News

LONDON -- The baby expected by Britain's Prince William and his wife Kate, the?Duchess of Cambridge, is due in July, St. James' Palace announced Monday.

"Their Royal Highnesses The Duke and Duchess of Cambridge are delighted to confirm they are expecting a baby in July," the palace said in a statement.

?The duchess' condition continues to improve since her stay in hospital last month,? it added.

Throughout history, royal pregnancies have been public affairs surrounded by superstition and ritual. Royal historian Kate Williams and Alison James, author of "The Royal Baby Book," take a look at what previous British nobles went through.

The former Kate Middleton was?admitted?to London's King Edward VII Hospital for acute morning sickness in early December.

There was immediate speculation on whether the wording of the statement ruled out the possibility of the Duchess having twins.?

'Downton' doesn't love all its daughters equally

Hugh Bonneville (Lord Grantham) prepares to give away daughter Edith (Laura Carmichael) at her short-lived wedding.

    By Gael Fashingbauer Cooper, TODAY

Warning: Lots of spoilers for Sunday night's "Downton Abbey" follow, and it's a good one, so don't read if you're saving it to watch later.

"Downton Abbey" does not love all its daughters equally. Lady Mary, the eldest, someday to be Countess of Grantham and inherit the estate though husband Matthew, is the golden girl. Even Carson's eyes welled up in the season premiere when he saw her in her wedding gown.?

Youngest girl Sybil, in the style of youngest children everywhere, is accepted even when the path she takes (running off with the family's Irish chauffeur)?is one that would have been unimaginable for Mary.

And what of middle daughter Edith, she of the now-viral "Edith With Googly Eyes" Tumblr? Ohhhh, Edith. It's not an easy road for you, is it? Sure, no one's fond of Sybil marrying a past employee, but they seem even less fond of you demanding a relationship with Sir Anthony Strallan, he of the advanced age and disabled arm.

Even though Edith hasn't always behaved well (that letter to the Turkish Embassy!), who could resist longing for her to be happy despite family opinion? Her father already tried to talk the groom out of marrying her and her grandmother thinks she's beginning a life as "an old man's drudge." But Edith is thrilled by the fuss around her wedding, marveling, "Something happening in this house is actually about me!"

Edith looks stunning in sleek Grecian gown?

Yeah, for about five minutes. Until she's jilted at the altar, for no real clear reason except that Sir Anthony obviously took to heart Robert's refusal to accept him. And you've got to love Cora here. "You are being tested," she tells her devastated daughter. "Being tested only makes you stronger." Edith doesn't buy that, but really, what is there to say? We wish she could just hand Thomas a crossbow and send him out after Sir Anthony. You just know that, in olden times, men who dumped the daughter of an earl would have been treated worse.

Edith's devastating jilting was far and away the most hypnotizing plot of this episode, but not the only one. Poor Mrs. Hughes had to worry about whether she had breast cancer right up till the last minute. (The tumor was benign, or so Mrs. Patmore told Mr. Carson, sending him off on a singing spree so unlike him that we have to wonder if a Carson-Mrs. Hughes romance is in the air.) And kudos to Cora for telling Mrs. Hughes that "I don't want you to have any concerns about where you?go or who will look after you, because the answers are 'here,' and 'we will.'"?

The feud between onetime conspirators Thomas and O'Brien heated up, with poor Moseley getting fed false information that O'Brien was quitting and unintentionally spilling it to the family. This led to one of the best exchanges of the night, when Lord Grantham said he would "watch (O'Brien's) departure with mixed emotions" and Mary snarked, "Mine are fairly unmixed."

Perhaps the most inevitable plot of the episode was whether Matthew would accept the money left him by Lavinia's father and save Downton from Robert's poor financial decision. We know they can't lose the house -- it's the bloody title of the show! -- but had to play out the endless rehashing. Blah blah blah receive huge fortune and give it away blah blah blah Mary's furious blah blah blah Daisy saves the day by admitting she mailed Lavinia's letter blah blah.

Best tidbit of that whole storyline: Matthew actually suggests that Mary might go as far as to forge a letter to save her family's estate, which ... NOT A BAD IDEA. But she didn't, of course. Downton is saved! May we all be so lucky to have another giant fortune drop in our laps with no strings attached when we gamble away the first one on a bad investment. ?And Downton Place, the home the family considered moving to, is no shack, either. Eight servants, tops. Very economical!

Don't mess with Bates. He may have spent a lot of time among the cultured and wealthy but he can sure handle himself in prison.

In Bates' jail subplot, Anna's dogged detective work helps her find Vera Bates' best friend, who calls Anna a "trollop" and then for no apparent reason decides to give her information about Vera's final day. And Bates proves once again that he's a man who can handle himself in prison. Discovering that his cellmate Craig is trying to set him up, he finds the contraband hidden in his bunk in time to hide it in the wall. (What was that contraband? Drugs? A tiny shiv wrapped in a bamboo placemat?)

Matthew's mother, Isobel, is working with England's fallen women, and sure enough, one of them is former maid Ethel, the single mom. She's seeking help, but not for herself, so one can only assume it's for her young son. Those who've seen "Les Mis": Ethel is no Fantine, but life has still killed the dream she dreamed.

And finally, Alfred, O'Brien's nephew, may not be the best at fixing tailcoats, but he said what the entire household was thinking at the servant's table, dissing Sir Anthony for leaving Edith at the altar. "She could do much better than that broken-down old crock," he announces.

Carson tries to reprimand him, saying Sir Anthony does not deserve to be addressed in such a manner, but it's Mrs. Hughes who gets it right when she says, "Oh, I think he does, Mr. Carson. Every bit of that and worse."

    Best Dowager Countess quotes:

    • "At my age, one must ration one's excitement." --To Edith, who can't wait to wed.
    • "Aren't you a wild thing?" ?--To Isobel, who risks life and limb by sitting in the front of a motorcar.
    • "But I want the pleasure of saying 'I told you so.'" --To Robert, moaning about Edith's choice of groom.
    • "If the poor don't want it, you can bring it over to me." --Upon learning the wedding food will be donated.
    • "He looks as if he's waiting for a beating from the headmaster." --Upon seeing Sir Anthony's tortured look at the altar.

References we had to look up:

    • When discussing Edith's wedding-night lingerie (!), the Dowager Countess says she'd pay for a Patou, but Cora responds that "Lucile was safer" because she doesn't want her looking like a chorus girl. Lucile is a British lingerie brand founded by a "Titanic" survivor, and the mention on the U.K. "Downton" broadcast reportedly helped boost sales.?(Jean Patou was a racier designer who also created Nancy Reagan's favorite perfume, the pricey Joy.)
    • What's that song Carson is singing when he finds out Mrs. Hughes doesn't have cancer? It's "Dashing Away With the Smoothing Iron," a 19th century British folk song about a man who loves a woman who's doing household chores. FORESHADOWING?
    • Just how bad would breast cancer have been for Mrs. Hughes considering the state of medicine in 1920? Our health writer, Diane Mapes, investigated.

There's still some doubt as to whether or not Android 4.2.2 is real, or just a figment of the imagination for Nexus 4 owners wanting the latest code. While we can't guarantee that last group's satisfaction just yet, SmartMania.cz may have provided the next best thing. As part of an overview of the Nexus 4, the Czech site ever-so-casually shows at the 6:30 mark that its device is running the unannounced OS. The 4.2.2 sighting is almost incidental to the rest of the clip, although the time given to the rest of the software suggests there's no major differences visible to the everyday observer. We've reached out to Google and will let you know if the firmware is authentic and coming to other devices. In the meantime, the latest batch of potential evidence is visible after the break.

Middle-class Greeks to fork out over 40% of annual salary in tax ? RT

Athens passed new tax increases to boost revenue by US$3 billion to keep in line with previous commitments to creditors. The new measures limit family benefits and force the middle class to pay over 40 per cent of their annual salary in taxes.

Greek?s Conservative-led coalition has passed the new tax increases to middle and high-income earners, self-employed and businesses.

The new law increases the amount of income tax paid by those earning more than US$26,000 a year, limits tax benefits for having children, revokes tax breaks for farmers and increases corporate tax to 26 per cent from 20 per cent.

It also increased top income tax rate to 42 per cent from 40 per cent for Greeks earning more than US$56,000 a year, which is the higher-end of middle class average in Greece.

The new law was part of an overall package approved past November in order to qualify Greece for more bailouts in the future. It aims to save Greece up to US$3 billion in 2013.

If the new tax changes would not have been passed, then Greece would not qualify for more bailout money to be transferred and the nation would have fallen short of paying its own bills.

Finance Minister Yannis Stournaras stated in the parliament that he had no other options and that the bill needed to be approved.

?Otherwise, we would have had to have saved that 2.3 billion euro [US$3 billion] through salary and pension cuts," he said. "But we are making the savings in a socially just fashion.?

The opposition argues that the changes would negatively impact Greek citizens by putting more pressure on an already-stricken middle class.

But the conservative-led government assures that the changes will lessen the burden for salary earners and pensioners making less than US$33,000 a year.

?We are not in favor of taxes,? Deputy Finance Minister Giorgos Mavraganis stated. ?But in the current situation we must lead the country out of its impasse. Once we achieve stability we will proceed to cut taxes and simplify the system.?

    Greek?s financial crisis dilemma

Since 2009 when Greece?s economy began falling apart under its huge debt burden the country has become dependent on international rescue loans with a total of 240 billion euro provided to Athens. As of now, 149 billion euro has been distributed to Greece from the Troika of international lenders.

Just last month Greece has received another US$45.5 billion in frozen loans and now with the passage of the new tax bill it is on track to get another US$19.9 billion in the next few months.

Athens was forced to implemented harsh austerity measures to reduce deficit and bring down the debt level.

Trying to hold control of the economy at the end of 2012 Greece adopted a 2013 budget that involves 9.4 billion euro of spending cuts, mainly in state wages, pensions and benefits, all of which have already been significantly reduced over the past two years.

The decision resulted in strikes and protest across the country.

Tough austerity measures have also led to a drastic surge of unemployment ? in September 2012 it reached a record 26 per cent, which is one of the lowest levels amongst the EU nations.

THE NEXT BUSH?George P. Bush Weighing Statewide Run in Texas

George Prescott Bush is gearing up to run for a little-known but powerful office in a state where his family already is a political dynasty and where his Hispanic roots could help extend a stranglehold on power Republicans have enjoyed for two decades.

The 36-year-old Fort Worth attorney says he is close to settling on campaigning for Texas land commissioner next year. He doesn't expect to make up his mind until he knows what Texas Gov. Rick Perry, a fellow Republican, decides to do.

"We for sure are running, the question is the office," Bush told The Associated Press during the first interview about his political future since filing paperwork in November to seek elected office in Texas.

Bush's father is former Florida Gov. Jeb Bush, his grandfather is former President George H.W. Bush and his uncle is former President and Texas Gov. George W. Bush. Perry has been governor since George W. left for the White House.

Land commissioner traditionally has been a steppingstone to higher office, but Bush said little about any plans to eventually become a national political force.

Instead, he spoke of how his past experience as an asset manager would help him manage the Permanent Schools Fund, which pays for public education and is managed by the land commissioner. He also said his perspective as an Afghanistan war veteran will help him use the post to become a leader in veterans' affairs.

Bush said he would announce his final decision after the Texas Legislature adjourns in May but added that his choice will depend "where the governor's thinking is." Perry, who flamed out as a presidential candidate but remains popular in Texas, says he'll reveal this summer if he will seek another term.

Some have speculated that Bush could challenge Perry for governor -- and even if he doesn't, what Perry decides will trigger political dominos falling.

Land Commissioner Jerry Patterson plans to run for lieutenant governor next year, creating a vacancy in his office. But Attorney General Greg Abbott, a Republican, may himself run for governor in 2014, meaning his post could be open too.

Bush suggested he'd be willing to wait his turn politically rather than immediately seeking top positions coveted by others in the state GOP.

"We've said that we want to be team players in the party, providing a younger, fresher vision for our values," he said in the interview Friday.

Bush speaks Spanish, and his mother Columba is from Mexico. Conservatives view George P. Bush on the ballot as a way to solidify support among Hispanics.

A Democrat has not won statewide office in Texas since 1994, but Hispanics tend to vote overwhelmingly Democratic and accounted for two-thirds of Texas' population growth over the last decade. Bush noted: "We'll be majority Hispanic in six years."

"I don't necessarily agree with the idea that having a candidate of Hispanic origin, or someone who can speak Spanish, can automatically obtain these votes," Bush said of Hispanics. "Having said that, it's important tactically to have candidates that understand issues of the community."

Bush's mother has said that one of the reasons she and Jeb Bush left Texas for Florida in the 1970s was because she felt like she had experienced racism here. But George P. Bush said, "the way I view it, rather than an issue of discomfort, is economic opportunity."

"This has been, at least for our generation, the best place to be economically," he said of Texas and its record of strong job creation.

He said he didn't think there was more intolerance toward Hispanics in Texas.

"Obviously, I think that issue exists wherever you go," he said. "I don't think it's just unique here."

Bush said of trying to stand out among his famous political family, "It's always been the thing of my grandmother to say, `Go out and make a name for yourself' and that's something that I've followed."

"But who better to ask for advice on politics than two former presidents and a former governor?" he said. "They're not involved in the day-to-day operations. They're not involved in formulating my ideology. It's more of an informal advice."

Bush said his grandfather inspired him to join the military, and he was deployed to Afghanistan as an intelligence officer in the U.S. Naval Reserve. He said that before enlisting, he knew politics was in his blood but felt he was too inexperienced to run for office.

It wasn't until the last few months, however, that "I felt it was time for my generation to step forward in state politics," Bush said.

Bush now spends his time crisscrossing Texas and the country, raising money and meeting with supporters. He was in Austin on Monday and posed for pictures outside the state Capitol before disappearing into meetings with legislators.

Someone he didn't see, however, was Perry. The governor said Bush's seeking elected office is a good thing for Texas and the Republican Party, and that he would like to speak to him about it adding: "He knows my phone number."

But then, Bush has his uncle to turn to for Texas gubernatorial perspective.

"It's much like starting a business," Bush said, "and having people who have been there and done it and run statewide, it's definitely been helpful."

What Games Are: The Fun Boson Does Not Exist

wpid-Photo-12-Jan-2013-1553.jpgPerhaps the biggest roadblock facing the development of generation-two social games is the addiction to metrics. Social game makers still believe that fun is about finding the right behaviours, the right metric to measure fun and the right way to maximise that. They are wrong. Fun is, and always has been, a dynamic quality. They need to learn that there is no "fun boson".

NM governor proposes 4 percent budget increase

SANTA FE, N.M. (AP) -- Republican Gov. Susana Martinez proposed a nearly $5.9 billion New Mexico budget on Thursday that's close to the overall spending recommendations of a legislative panel, but the administration's plan for tax cuts and merit pay for educators could run into trouble in the Democratic-controlled Legislature.

Martinez outlined a budget blueprint that provides for a 4.1 percent, or $232 million, increase in spending in the fiscal year that starts next July. That closely resembles the $233 million increase for public schools, higher education and general government programs proposed a day earlier by the Legislative Finance Committee.

However, there are plenty of areas of potential disagreements with Democrats in the details of the governor's budget.

Martinez proposed $11 million for a merit pay system for teachers and $47 million for tax cuts as economic development incentives. Unlike the legislative panel, Martinez did not recommend an across-the-board 1 percent pay raise for state workers and educators ? a $32 million provision under the legislative committee budget.

"At a time when New Mexico families are still struggling across the board, pay increases for government employees is not something that I can include in my budget," Martinez said at a news conference at an elementary school in Santa Fe.

The Legislature convenes next week for a 60-day session.

Martinez proposes to implement a reduction in the corporate income tax rate over three years, lowering it from 7.6 percent to 4.9 percent, and revamp how New Mexico determines the taxes owed by corporations doing business in multiple states. Those would cost about $255 million when fully implemented. The governor also wants to establish a tax credit for small businesses that create jobs.

Senate Majority Whip Tim Keller, the No. 3 Democratic leader in the upcoming session, said lawmakers need to consider closing tax loopholes to offset the cost of corporate tax changes.

"Right now those cuts are just too big," said Keller.

He said many lawmakers want to reward teachers, but the dispute will be over how to measure an educator's performance to determine who receives pay incentives as proposed by the governor.

"Traditionally those have been decisions left up to principals and up to school boards. So the real question here is the state of New Mexico going to be the one handing these out? I think that's very problematic for any local school district," Keller said.

The first-term governor proposed a nearly $33 million increase in spending for Medicaid, which provides health care for a fourth of the state's population. Martinez announced Wednesday that her administration plans to expand Medicaid to cover more low-income adults under terms of a federal health care law. The change won't require additional state money initially because the federal government will pay the extra cost.

The governor's Medicaid recommendation ? $933 million ? is very close to the $940 million proposed by the legislative committee. However, there's a potential source of disagreement on Medicaid. The legislative spending plan assumes the administration can save almost $11 million next year when it reduces the number of Medicaid managed care companies. The governor's budget doesn't do that.

The legislative committee and the governor are in agreement on a more than $30 million plan to raise the state's contributions to pension plans for public employees and educators by 1.5 percent. That's needed to offset a scheduled drop in payments by workers. Pension payments by employees were increased and the government's contributions dropped by a similar amount as part of a budget-balancing plan enacted in 2009 but set to expire this year.

BBC legend Jimmy Savile committed at least 214 sex crimes, police ...

    Leslie Lee / Getty Images

Iconic British television presenter Jimmy Savile shows off his OBE award after being honored at London's Buckingham Palace on March 21, 1972.

    By Alastair Jamieson, NBC News

LONDON -- Former BBC star Jimmy Savile was one of Britain?s ?most prolific? sex offenders, committing at least 214 sex crimes against victims aged as young as 8, police said Friday.

Investigators released a report cataloging more than 50 years of rapes and indecent assaults. It accused the late television and radio host of using his celebrity status to gain access to vulnerable children in hospitals, nightclubs and even a hospice for the terminally ill.

Almost all the allegations have been made since Savile?s death in 2011, even though the offences date back as far as 1955.

The revelations?have triggered a scandal in Britain?and prompted a string of public inquiries into how some allegations were not properly investigated while Savile was alive.

?It is now clear that Savile was hiding in plain sight and using his celebrity status and fundraising activity to gain uncontrolled access to vulnerable people across six decades,? the police-led report said.??For a variety of reasons the vast majority of his victims did not feel they could speak out and it?s apparent that some of the small number who did had their accounts dismissed by those in authority including parents and carers.?

Savile, who raised?an estimated $55 million for charity, achieved fame on BBC shows including "Top of the Pops" and "Jim'll Fix It." In 1990, he was?given a knighthood by Britain's Queen Elizabeth and received a Papal Knighthood at the Vatican.

For 20 years, Jimmy Savile's children's show was a highlight of Saturday night family TV on the BBC. But now, British police say 300 people have come forward with claims that Savile abused them during his 60-year broadcasting career. NBC's Annabel Roberts reports.

The offences span 28 police forces across the U.K. and the scale of his abuse is so vast that the?report included a map?and an index of the alleged locations.

The number of people Savile victimized ?simply beggars belief,? Peter Watt, co-author of the report [PDF link] and director of children?s charity NSPCC?told?ITV News.

?He is without doubt one of the most prolific sex offenders we have ever come across and every number represents a victim that will never get justice now he is dead. But?with this report we can at least show his victims that they have been taken seriously and their suffering has been recognized.?

In total, more than 450 have people have come forward to police with allegations of abuse involving Savile. Most but not all victims have been interviewed and to date 214 criminal offences have been formally recorded. They included?34 rapes or serious sexual assaults, according to the report. The last incident recorded occurred in 2009. His victims ranged in age from 8 to 47.

    The report concluded:

?The details provided by the victims of his abuse paint the picture of a mainly opportunistic individual who used his celebrity status as a powerful tool to coerce or control them, preying on the vulnerable or star-struck for his sexual gratification.?Sadly, this type of behavior is not uncommon in any society - sexual abuse, whether in street gangs, though trafficking or within families and institutions, often involves the use of powerful coercion, intimidation and manipulation to exploit the vulnerable."

In a separate development, Britain?s most senior prosecutor apologized to some of the women abused by Savile, revealing that police missed three chances to take him to trial while he was alive.

Keir Starmer, the director of public prosecutions, said police had been "unjustifiably cautious" investigation four allegations involving girls as young as 14 who said they were abused by Savile in the 1970s.

He said he hoped the organization?s internal review would prove to be a "watershed" moment in the handling of child abuse cases.

    In a statement,?he said:

"Many people feel that for sexual offences, where it is 'one person's word against another's' and there is no or little scientific or other evidence to support the allegation, no prosecution should be brought. But this is to ignore the reality of many sexual offences which, by their nature, do not usually take place in front of witnesses and result in no meaningful scientific evidence. Taking a cautious approach to all complainants, on the ground that some might be making a false allegation of a sexual offence, can have the consequence that a prosecution for a true complaint may not take place."

    Crock Pot Lasagna

Let?s talk about how it?s somehow already mid-January. What?

It feels so weird to think that five months from today I?ll be an old married woman. I just realized as I typed that sentence that my birthday is also five months from today. Old married woman, indeed! Before we know it, I?ll be driving kiddos to soccer practice, making casseroles for neighbors and going to bed at 9pm on a Friday.

Okay, I?ll stop now. Sorry! I already make casseroles for neighbors and go to bed at 9pm on Friday {not every Friday, okay?} so at least I?ll have those two things figured out. Sometimes this blog turns into my own little stream of consciousness. I don?t know why lasagna in the crock pot made me think of all those things, but it did. Also on my mind right now in case you were wondering: how delicious that In n? Out burger I ate yesterday for lunch was, how well my new purple shampoo is working and how I need to figure out a menu for both tonight and tomorrow night because we have friends coming over for dinner both nights this weekend.

Let?s now talk about Crock Pot Lasagna. I?m ready and it?s totally a thing! Did you know that? I didn?t, but I?m doing a bit of recipe development work for Crock Pot and decided to give it a whirl {the pretty blue Crock you see in the photo above is part of their new ?create-a-crock? line}. You guys are never going to believe how amazing this is?.or how simple. Simplicity is what I love most about using my Crock Pot. I love that I?m practically guaranteed a delicious dinner if I just throw everything in in the morning, turn it on low and just go about my day. So far, it?s never failed me and this new recipe is the icing on the cake {or, ummm, the cheese on the lasagna}.

To make this lasagna, you just assemble everything right in your slow cooker the same exact way you would assemble it if you were using a regular square baking dish.

I spread a little marinara sauce at the bottom of the pot?.then covered that with two ?no-boil? noodles {these are the best!}. On the sides, I placed some bits of broken noodle because I?m a neurotic perfectionist.

Then, I spread a mixture of spinach and cheese on top followed by a few slices of some spicy smoked sausage I had on hand. I continued layering almost all the way to the top then scattered the remaining mozzerella cheese on top.

Finally, it was time to place the lid on the pot, turn the Crock Pot to LOW and let her slow cook for about five hours. My kitchen smelled like heaven and yours will, too!

Here?s the beauty I discovered at the end of the afternoon. Gorgeous, puffy, cheesy spinach lasagna?just the way I like it.

And it wasn?t just pretty ? it tasted yummy, too! Adam and I ate it for dinner last night and loved it.

Happy Friday, folks! You guys are the cheese on my lasagna noodles.

Crock Pot Spinach and Sausage Lasagna

    serves 4

    Print this Recipe!

    Ingredients:

1 16-oz bag frozen chopped spinach

6 oz spicy sausage, sliced (optional but delicious)

    1 15-oz container ricotta cheese

    1 cup mozzarella cheese

1 large jar (26 oz) marinara sauce

    1/2 tsp salt

    1/4 tsp black pepper

    10 ?no-boil? lasagna noodles

    Directions:

Place frozen chopped spinach in a large microwave safe container with a lid. Microwave on high for three minutes. Remove lid and stir then cook again for another two minutes, or until heated through. Remove spinach from the bowl and wrap tightly in a clean dish cloth or paper towels to squeeze out all the liquid. Do not forget to do this step ? it?s important to get out as much liquid as you can from the spinach so you don?t end up with watery lasagna!

Place drained cooked spinach in a large mixing bowl. Add ricotta cheese, 1/2 cup shredded mozzerella cheese, salt and pepper. Mix well to combine.

Pour enough sauce to cover the bottom of your Crock Pot. Lay two lasagna noodles flat side-by-side at the bottom of the pot. If you like, you can break apart another noodle to fit in the sides.

Spread about a fourth of the cheese mixture on top of the noodles. It?s easiest to use your hands here! Then, scatter about four slices of sausage on top of the cheese. Drizzle about 1/4 cup marinara sauce on top and then layer two more noodles. Repeat until you have five layers. Spread remaining sauce on top of the final layer and scatter the rest of the mozzerella cheese on top.

Place lid on the Crock Pot and cook on LOW for 5-6 hours. Lasagna will puff up when done. When ready to serve, cut squares of lasagna out of the Crock Pot to serve.

    Time:

    active time ? 15 minutes

    total time ? 5 hours
